You would want 4" of good black ice at the minimum to fish on...and that's if you have experience and prepared with safety gear like spud bar, ice picks, floater suit, rope and a buddy...definitely not something to go out alone on...and that's speaking from several personal experiences...

What it means is the water has turned over already and is cool enough to freeze during a cold snap...so once the cold weather is here to stay, safe ice will not be far behind.
