Shoe Goo or Goop......... best glue for anything, somewhat flexible to an extent. I always have at least 5 on reserve, to use on my tennis shoe for adding traction, rather than throwing the shoe away after the sole is worn out. Dries like hard rubber.

Using Epoxy are useless, once the lure hits water, the coldness of water sips through metal causing reaction to the glue, Silicon might work , but once you add scent, the oil will melt silicon at times. The Glue is strong enough to use on waders or inflatable boat, or holes underneath boat.
