What does race have to do with this??? I've seen people from all backgrounds and races doing illegal things in regards to fishing.

A rule is a rule and as such, must be enforced.

Giuga in the future, I'd take photos from a far and perhaps one of a license plate or other object that is able to identify the angler... Not trying to talk down to you, just don't want to loose a valuable member of the site!
