Not sure about fishing from shore in Simcoe, but perch are not always tight to the bottom when we fished from the boat.
Believe it or not, sometimes you get these school of baitfish being attacked by birds, and underneath this ball of bait is perch. They can be suspended feeding on the underside of this bait ball. Even if you don't see this, perch can be suspended a 2-3 feet off bottom in deeper water. We fish them with a 2 or 3 hook rig. Bell sinker on the bottom, then the first hook about 12" to 18" from sinker, and another hook another 12" to 18" above. That's the same rig we sure while icefishing. Lots of big jumbos in the spring when the perch are busy spawning. Malama o ke kai Caution - Objects in picture are smaller than they appear. I am genetically predisposed to make fish look bigger.
