I have never really tried for salmon so just to make sure I am on the same page I would like to clarify what fishing off piers means. Does it mean to (1) fish from man made or natural structure extending as far into the lake as possible and to cast towards the centre of the lake? For example, at the bluffs, fishing from one of the three spots furthest into the lake and casting towards the centre of lake Ontario?
Or, does it mean to (2) fish near marina piers and cast near the docked boats?
If it is definition (1), then by looking the the shoreline around Toronto, Tommy Tompson park clearly extends furthest into lake Ontario by a safe margin. Does this mean that fishing the south shore of TT park would be very likely to produce salmon?

By pier I mean the spot at the mouth of a river that you can cast into the lake on. So I guess 1 would be correct.
Don't worry Alex. When the salmon run s. You don't need to cast far. Its going to be a marathon.

That was me... 2 years ago. I still need one from the pier, but I admit I haven't tried much if at all (two times last year, still fishing a marshmallow and went 0/2. That's it).
Tommy Thompson extends out to the lake... but that doesn't mean it puts you in a position to catch salmon. What you're looking for is a pier by either 1) a harbour where Salmon have been pen-raised or 2) by a river mouth that is known to have a salmon run. OR cast around the harbour. When the salmon come in, they'll swim around the harbour.
I said all of that 100% based on what I've heard from others and not my actual experience.
best pier salmon fishing I've had was bronte pier & whitby pier. credit is good but be prepared to fight for your spot. bluffs salmon comes in a little later but they're just as good and if you're casting plugs...you might get more pike than salmon...
