Was he Asian? Perhaps you should mind your own business? Personally, I think the multiple rod in the water rule is stupid, and probably meant to be enforced in larger, heavily fished lakes, not small, local storm ponds. Having said that, he was out of line chasing you. What was he going to do if he caught you? Hit you, take your phone? You should have called the police, not the MNR.
