Someone should remind Mr. McYankee that in Canada you can't own the lake bed. You can't own the water either; your property ends at the high water mark. Even if you own all the land around a given lake, the lake itself remains public.

Really... hmmm. Up in my neck of the woods there's a lake that's been completely fenced about 5 meters in from shore. The fence extends up and out of the water.

Who do I report this to?
