All this move does is bring Port Hope money that they are not entitled to......... and penalize the law abiding anglers (the majority) who enjoy that river.
The criminal jerks (AKA bad apples) wont buy a pass and will break the law anyway - if not there, then somewhere else. It rids us of nothing - fine/penalize them through our existing laws and acts. If Port Hope council is so willing to help and sincerely deeply concerned - use their local OPP detachment or police to enforce things HEAVILY in league with the MNR's enforcement folks. <>< I once gave up fishing.
